I noticed that the current ini files for Japan are for services like Skyperfect TV, but nothing for over the air TV. I found online the program guides for the most common over the air channels, but currently looking for a guide on how to make these ini files.

Great, thanks! By the way, lets say I receive a channel that doesnt line up with the channel number or name on the ini file, can I modify the EPG table or ini file for it to work with my scenario?

To give more light to my situation, I am currently setting up an EPG list for the US military base Allied Telesis. This provider does not offer EPG data for their japanese channels (and does not plan to do so), thus I am setting up my own solution for my wife to be able to record her japanese TV shows, while I can also watch my football games.
The channel list I am looking at (has I am using the basic service, only japanese local channels and AFN channels are included):

From the information provided from files generated by you, I was able to use the parts necessary, so my WebGrab++.config.xml channels section should look something like below. Please have a look and let me know if I am missing anything. I will be holding both the afn.ini and eonet.jp.ini files on the webgrab install. I will probably need to create an ini to grab the information for NTV and Tokyo TV (I have created a place holder in the information below).

On the latest development, the japanese source comes out empty. I checked the url on the ini site and it works correct, so not sure why it comes out empty.
As for AFN, the server gives errors, so ini file needs rework.
Looks like I have a lot of work ahead of me.

Thanks again. As for the AFN files, those are the ones I tried, but it first gives a server error 500, then it indicates that there is no show data on the index page. I suspect something might have changed in how AFN channels are displayed. I will try looking at it once I get the japanese channels going.
Interesting finding, the AFN files work correctly, my issue came from permission issues. I decided to give users full permissions for both the c:\programdata\servercare\ and c:\program files (x86)\servercare folders and the AFN listing are working correctly now.

From my search, I found that yahoo has the listings for the channels I need (except for AFN, which I will use the ini you provided). I am digging deeper on the yahoo page to better understand what part I am to grab the data from (not too experienced in xml). This listing has:
NHK G - channel 1
NHK E - channel 2
NTV - channel 4
Asahi TV - channel 5
TBS - channel 6
Tokyo TV- channel 7
Fuji TV- channel 8

On the more specific url:
*I noticed that the number 23 at "/listings/23/?&d" has to do with location. Tokyo is 23.
*of course "d=20161015" has to do with the date.
*"&st=01" is related to time blocks, it shows blocks of 6 hours at a time. For example, changing to 03 will show from 03 am to 09am. Have to be careful changing this number as it sometimes produces errors and no data (it will show: "番組のデータがありません" in all channel blocks, meaning no program data).
I will keep on experimenting, have nto been able to find the right conbination to only show one channel at a time.
Found another TV guide that might be easier to handle due to less elements on the page:

All help is greatly appreciated, I am having a hard time understanding how to read the sources and create a site ini.
It works beautifully! I really want to learn how you did it as I was having a hard time even figuring out how to mak the site ini out of the documentation.
The only change I had to do was add a timeout to my config file as it seems that the webpage cannot handle many requests at once and gives me the no shows in the index page error. I added this to my config and works great!
*I tried making the times smaller, but this was the best working time that didnt error out or cause the no shows in the index page message.

Maybe we should add these to the EPG download section along with the AFN ones.
