Getting time out from my Canadian server.
Do i need to use proxy ?
My server do all other country with no problem (france, germany and so)

no proxy use timeout 80 - 4 also check your dns should reply this:

I change timeout setting and still getting same error.

forget trace...firewalls will not give proper tracing. The important is to get that dns reply and you can ping that ip

Mat is right, you need to change your dns so that you use 8.8.8.8
You are using 127.0.0.1
I has same problem, dns change fixed it.
I change the DNS. nothing change.

This indicates you havent changed your dns properly.
Use the resolvconf package in linux, or network settings in windows.
I did change:

Im not convinced your dns is setup right.

I remember having problems with netplan so i changed to network manager. The local connection ipv4 has for dns :
dns=8.8.8.8;208.67.222.222;
dns-search=
method=manual
that reply:
