Searching Manuel for creating INI files

I'm looking for the manual for creating ini files.

What is the exact usage for the tags:

site {url=whatever|timezone=UTC|maxdays=14|cultureinfo=en-GB|charset=utf-8|titlematchfactor=90|episodesystem=onscreen}
