I just updated mono 3 days ago. Just to make sure, i checked the version
Mono JIT compiler version 6.8.0.105 (tarball Tue Feb 4 21:20:20 UTC 2020)

recently lots of sites are using "updated" user agent(see other posts)...then mono must be > 5.0 and all should work.
For the error "fatal decryption error: Padding is invalid and cannot be removed.", could be an encrypted modified siteini (sorry you cannot modify other then site line) or could be a corrupted siteini.

weird, might have been a corrupted ini. Downloaded a fresh one and got it working.
